considering returning permanently.

Most people I know over 40 have no chance of seeing the print on this (N7) screen without some serious reading glasses.
No doubt this screen is for young people eyes.
The only reason I can use it is because I'm very near sighted and have freaky good vision at about 6-12 in. from my face.

Is doing that play services workaround going to much up my device. I kinda wanted to just wait it out until I get it the old fashioned way, but it's taking forever.
Yes, I tried that (google play service delete data & reboot) and the update was immediate waiting for me to install under system settings. Try this for those who waited days and still stuck no update for your device (its possible something got stuck blocking the update coming from your device).

Isn't there a chance of that damaging something?

Someone said it could caused your google store account to not work correctly, need to remove and re add it I heard. But for me, I did the above and I seem to not have any problem with my device even though the update never fixed my touch screen and I will be returning it next week. If you're worry then I say wait a few more days for your update to appear OTA, if after a week still no update I believe something must be blocking it from your device. Might be when you flashed the last update, something caused to stuck. What I did was, "force stop" google play services and then "clear data" and rebooted. I figured I waited a few days still no update so I tried the above, its up to you if you want to try or not.

I just did the play service stop, clear cache, and then check for updates. I noticed that date last updated changed to 1969 and the latest update was available. It was much smaller than I expected, around 10 MB. When I triggered the update it was downloaded and installed. After a reboot the latest update was installed with no loss of application data. Thanks to whomever figured this out.

So after I did another factory restore to see if that would help trigger the update, and after that not working, I did the framework work around and then got the update. After I installed it, I did yet another factory restore just to be safe. Again, is it bad that I factory restored this device like 5 times since I've owned it. I mean, will doing it that much damage it?

The only thing that I've disliked about the N7 is the downright horrible customer service that Google Play store has. It isn't the employees either. It is Google's ridiculous system for dealing with problem devices. There is absolutely no good reason to get customers jumping through hoops, or making them wait up to two days before they hear a response as to how return defective items. I would rather get a root canal than deal with their customer disservice.

What exactly does a factory restore do to the system? Is it impossible
For the restore to hurt the device? It doesn't delete firmware, right?

I don't think doing a factory reset has any negative impact to the device. It doesn't delete firmware.
