constantly scanning wi-fi - does not connect to known networks

my samsung note3/lollipop won't connect to wifi. It simply sits there saying "scanning".
It does not connect to available networks it knows. If I forget a known netrwork, or come across a new one, it will recognise it, and offer to connect. But instead of connecting it then juist marks the network as "saved" and continues scanning. This happens even if I am in Safe Mode. As there are no available 3g networks where I am, this makes the device pretty unusable. Any suggestions welcome.

ok - I now have answered my own question. The answer came from another androidcentral thread

I am in Cuba now, and apparently, in some sort of utterly deranged exhibition of US patriotism, the Broadcom wifi chip that Samsung uses disables itself when in Cuba. What crap! I'll spare readers the political rant.
