Contacts disappeared after uninstalling Skype

I dont remember how but my phone was synced with my outlook contacts. I have north America country code +1.

Then I went to Europe and changed the country code in the Skype app to +354 to make local calls.

I returned to North America but all my contacts now are prefixed by +354 and only show option to call using Skype

I didn't really know how to fix it so I ninstalled Skype but all my contacts disappeared with it. However those contacts are in my Microsoft outlook account, nothing to do with skype

How do I get the contacts back on my phone?

Go to Settings>Accounts and look in the Outlook account. Is Contacts sync turned on there?
