Could this be why some S22 users have had noticeable lag?

I have noticed recently my S22 can be slow to launch apps and the camera can be especially frustrating at times because of this. It says "S23 and other Galaxy phones" so it isn't completely specific, but I wonder if this is the reason for the slow down. I mean don't get me wrong, its still great for the most part, but when it does slow down, it can be quite noticeable and happen at the most inconvenient times. Sometimes taking photos and videos can be affected-- especially if the subject can move; I have missed out a few shots due to delays in shutter response and changing zoom levels-- whereas prior to that update mentioned in the article, I wasn't encountering any of these issues. It's made call connecting a pain at times and seems to hinder WiFi connection. Conversely, my backup phone, a Note 9, does not experience these issues, and actually seems to have a longer range in terms of maintaining a wifi connection.

with my moto g16, if I take multiple photos outside with a data connection, the camera lags so hard and processing so much after taking a photo that it doesn't even save the photo. I was at a beach and took several shots of the landscape, took 7 photos back to back, only 2 got saved. With android phones, this seems to be a problem, even milder on samsung phones and more exaggerated in motorola phones but even this there is something with either the hardware or the software being slow to respond to take photos. With an iphone, taking a picture is instantaneous and almost always saves the photo no matter the speed of taking them. This needs to be looked into more.

I wouldn't generalize about all Android phones based on that experience. The Moto G16 has a low-to-midrange SoC (MediaTek Helio G88), and different phone manufacturers may be better at optimizing photo postprocessing than others.. If you stress a low-to-midrange phone like this, it may take longer (and use more CPU) with processing photos, and if it's taxed to process a lot of photos at once, there may be more chance of a glitch.

You didn't mention which Samsung phones you've had experience with, but if they weren't flagship models (e.g., A, M, or J line rather than the flagship S line), then they also had weaker SoC's, and would also have slower photo postprocessing.

I've had Pixel phones for a while, and they've never had problems with processing and saving pics -- even the less expensive "a" line (I had a Pixel 3a XL at one point). So you can't say that it's an Android phone problem in general -- just a problem with budget Android phones.

which phone manufacturers do the best quality vs. speed of photo post processing ?

right now I have a pixel 7 and several old iphones - iphone 4,5,6,X,SE 1st gen along with a galaxy s8

Didn't have any problems with the galaxy s8 I have been using it since 2017 or even longer. But I did notice that there is a 1-2 seconds time difference between the date modified and date taken of photos
