Customize Navigation Bar

So, I'm seeing the Nav Bar customized to look like a Pixel/Nexus on various YouTube videos, but I can't figure out how to do it myself. I looked at some apps online, but nothing worked.

Any ideas?

they're running oreo I think and it could be themed without root using Substratum.
