Data Usage 5.1.1 Hard Limit not respected when tethering...

I have set my Data Usage screen to warn at 5.2 and turn off at 5.6GB of data used (my plan is 6GB a month).

I was at a cottage this week with not Inet so I was using my phone as a hotspot and was in another room so I don't know if the warning hit but my data was not cutoff at 5.6GB as expected. Instead I continued to Netflix via a tethered iPad and it wasn't until I went to turn off the hotspot that I noticed the warning onscreen and my data was shutoff, but I was well past my 5.6GB limit at that point (6.7GB used). It was like HD so probably a good 3GB/hour rate.

Whats the point of a hard cutoff if it doesn't work. Is this perhaps a bug? Or is it not supposed to limit tethering? Or is the data usage not 100% realtime, with a bit of delay after its registered and acted on?
