Data works, but can't make calls or send texts

Hi guys, I ran into a problem with my Samsung S4 recently, which I'd appreciate some help with.

So I got a new S4 in November. I lost it recently and reported it as lost to my carrier, but then managed to get it back a couple days later, as it turned out a friend of a friend had taken it home accidentally. The phone was blacklisted after I called my carrier, but I called them a few days later, and they assure me that they have now whitelisted it.

While blacklisted, I would put the SIM card in, and it would say 'Not registered with network' or something similar when I tried to make a call.

Now, having been whitelisted, my data now works (though not with 3G) via mobile network (not just on Wifi), but I still can't make calls. The 'Not registered with network' message remains when I try to make a call.

The SIM card works fine in other phones - data and calls function without any problem. I have checked all relevant settings in the 'Connections' section, and found nothing abnormal. I also reset to factory settings, which has not altered the issue.

I have yet to try another SIM in the phone, haven't come across anyone I know with the same carrier over the past couple days, but that is my next port of call.

Being that it is a fairly new phone, warranty will still cover it, but it's possible it got damaged during that period that I thought it had been lost.

Would anybody have any suggestions on how to go about fixing this? Thank you in advance.
 
If the carrier has a store (IOW, you're not using an MVNO like Straight Talk or Virgin Mobile), bring it to the store and they can work with the network people on their phone to get your phone working.

If not, call tech support. (If it's an MVNO, though, don't expect much - they'll probably blame the carrier and, sinc you're not the carrier's customer on that account [the MVNO is], the carrier won't do anything, and you'll end up using the insurance.)
 
Thanks for the response. The people I've spoken to already didn't seem to be able to help, but I'll try bring it in tomorrow to the carrier. Failing that, I'll try Samsung technical support I guess.

You don't think this is an issue I can sort myself? Thanks again.
 
Did you ever figure this out? I'm posting this right now from a phone where data works yet I'm not connected to the cellular network. I played with the settings a bit and it worked for a short while then went back to not working. Prior to this, my phone was in constant Roaming Mode. My signal indicator shows LTE but its just for show because no calls and no messaging here.
