The stock Gallery app is not available on my Motorola Z Force Droid 7.1.1 Verizon phone. But the ability to delete photos in Google Photos has only been a recent problem. I may try disabling the app and re-enabling it to get an earlier version and see what happens. That's not a new issue -- as @SpookDroid mentioned, you need to use the stock Gallery app to delete photos on the SD card.

I've tried both ways. No luck either way.Yeah, new Moto devices don't have the old Gallery app after Nougat, only Photos.
Which way are you using to delete the picture? The trash can at the bottom or the three dots top right? Same problem on both?
