Dell Venue 8 runs Android 4.2.2 but doesn't have multi-user support. Any ideas why?

My Dell Venue 8 just arrived, and despite it running 4.2.2, there is no multi-user support.

Is there any way to enable this? I find it strange that this feature would be disabled as I was under the impression that this was a vanilla Android setup.
