Does the stock messaging app allow texting over wifi only?

I thought I was previously able to use the stock messaging app to text over wifi only. However, today I turned Airplane Mode on, then wifi on and had an legit internet connection. However, when I tried to send a simple text using the stock messaging app, it said I needed to turn off Airplane Mode, then it would send the text.
 
Technically, there is no such thing as texting (that is, SMS) over WiFi. SMS requires a cellular connection because it is a totally embedded function of the cellular network service. See https://en.wikipedia.org/wiki/Short_Message_Service

There are numerous messaging services which use data networks to get around this limitation. WhatsApp and iMessage, for example.
