does this run outside of the u.s CX-919 Quad Core Android Mini PC

hey guys wasn't quite sure the best place to post this so here goes.
can anyone tell me or give me a bit of info about the CX-919 Quad Core Android Mini PC does it work outside of the u.s for example in germany is it good and can i stream things from the internet browser like a normal p.c online movies and series for example direct from the net
