does your Note 2 have "FWupgrade" in the application manager?

It's in Settings > Application Manager > All

My phone doesn't have it... and after a bit of search, it seems like some phones don't have it.... why is that?

Mine doesn't, but I'm also on a custom ROM.

It's part of the OTA updater (software updates over the air). I've long since rooted and killed the updater so mine doesn't show it. It's been so long since I've done that, can't remember if it was ever there before. Otherwise, I really have no idea why some stock non-rooted phones show it and others do not.
 
Holy crap, the permissions allow FWupgrade to use my phone to do anything it wants to do!

Not in mine. Factory Note 2. All apps and widgets from Play. Updates from Verizon.
