Running out of ideas here.:-\ Try also speaking to your carrier about this, in case there's some block in place at the carrier level.

Maybe I'm wrong, but if there was a block at the carrier, then I wouldn't receive the messages on my phone at all. I am receiving the messages but only in the app Recent Notifications. Doesn't actually come through messages which is the problem.
