It's in the Pull Down menu from the home screen.
Click the four little squares on the right.

Alternately, look in Settings>Connections.
From the Home Menu this is the icon. It may not be on your device. I use a Note 4 on T-Mobile.

When you download file (ON wifi ) it automatically uses your lte or G4 to combine in single file this way your download happen faster

Nope, not there either. I'm thinking it's an AT&T thing as the op suggested.

Most of the carrier's have removed the option. Only T-Mobile left it.

Download booster is available on my Verizon Wireless Note 4 with the latest 5.1.1 update. I have never used it though, so I don't know if it actually works.
