Download error

I restarted my phone this morning and when it came back on there was a little grey box at the bottom on the screen that said "cannot download try again later" . Anyone know what that is about?

I notice that I get that message mostly when I power on/restart my phone, or when I connect to wifi. I have no idea why it happens, but it doesn't seem to have any negative impact on my phone. I'm not too worried about it, but if anyone can offer a way to make it stop, that'd be pretty cool.

I was able to grab a screen shot when I restarted my phone today, in case that helps.

That is exactly what I am talking about. Not sure what it is saying can't download or how to stop getting the error
