That is the The Bionic Screen Animation that was leaked about 2 months ago.. As far as I know it is still the animation and by the way it is not fan made!!!!

If we can get an unlocked bootloader, devs can do all kinds of stuff like this easily.

It doesn't even need to be unlocked. I had custom animations on my Droid X and we all know that thing has the same locked bootloader the Bionic *may* come with.
