Droid Maxx can't turn on WiFi OR Bluetooth - possible issue with stock 'Bluetooth Share' app?

Hi all.
The internet is full of people having issues with their Droid Maxx's wifi and bluetooth. My issue is that the sliders for wifi and bluetooth will not stay on, and the phone will reboot every now and then randomly (possibly as a result of straining itself to turn on wifi?). Some people seem to have fixed it by uninstalling 3rd party apps (i.e. a flashlight app). This does not work for me.

Sometimes I can get WiFi to turn on (after 6-7 reboots). Once I had Wifi working in safe mode and I took some screenshots of Runnings Apps. I then compared it to the apps running in safe mode when wifi doesn't work, as well as in normal mode when wifi doesn't work.

The answer: an app called 'Bluetooth Share' with the description 'com.android.bluetooth' has "1 Process and 10 services" running when WiFi WORKS, and "1 process and 7 services" running when it WON'T work.

My question is, can I manually boot these missing 3 services? If so, how? Or failing that, is there a replacement for this Bluetooth Share app? It's permissions allow it to 'change network connectivity' and it has 'full network access' so I'm certain that this is the app causing the issue.

TLDR; 'Bluetooth Share' stock android app causing WiFi issues due to 3 services not booting. Is there a way to manually boot them or replace the app with another that works?

There have been reports of apps like free flashlight apps causing this behavior. If you've installed anything like this, uninstall it/them. (It really could be any app that had permission to adjust the radio settings, I'd bet. Any app recently installed or updated.)
 
Boot into safe mode (see this page) and see if it works. If it does, it's an installed app causing it. Then comes the hard part, figuring out which app it is. Run them one at a time until it stops working.
 
I had this same issue on my Droid Maxx after 4.4.4 update. My bluetooth would no longer auto connect in my car and Wifi was bouncing on and off. I never intentionally used or turned on Daydream, but I think maybe the upgrade turned it on ???? If you go into your settings -> display -> daydream and turn off Daydream it may fix your issue. This seems to have fixed the issue for me. I must say I only turned this off about 6 hours ago, but my bluetooth and wifi have been back to normal in that timeframe.
