my phone keeps re downloading all of my google play music. all the downloading took up my data plan and now i am over my limit. how do i get this to stop?

Eric: On the Play Music->Settings menu, there's a check-box for "Download via Wi-Fi Only". Check it to prevent music downloads over your data connection.

There's also a separate "Stream via Wi-Fi only" option.

Normally your music will only be downloaded to your phone if it has been flagged as "Keep On Device".

Could be trying to upgrade matched tracks to the new 320kbps higher quality versions.
