droid x power cord locks screen when charging?

My Mom just got a Incredible 2 for an insurance replacement of droid x2...She went to use the droid x power cord and she said her screen locks up and she can charge her phone but can't use it.Is there a setting on the phone she is missing? She said it doesn't do it with her HTC cord. I've always used old cords to charge my phones from LG env to Blackberry Storm etc as long as there is a micro USB and never heard of this. I'm trying to help her over the phone so i don't have the phone in my hands to mess with it.Any help out there would be appreciated... I tried to look for an answer couldn't find anything.

I have noticed a lot of chargers don't play nice with the inc 2. I would suggest only use that charger if you don't need to use the phone wile charging.

If it doesn't do it with her HTC cord, why even use the Droid X charger?

Cause she wanted an extra cord for work...w/o having to carry a cord around.
