The person/cameraman who is standing by the certificate just hands it to a random passerby at their discretion. The certificate is still valid.

Obviously I'm just trying to fool myself into thinking there's a chance it's somewhere other than Las Vegas, but none of the clues mention anything that is specifically in Las Vegas. While the Hoover Dam is located close to Vegas, it's not in Vegas. The other clue about slot machines means nothing, as they are located throughout the state.

What docks? There's tons of docks in NYC. Probably South Street Seaport, but still iffy.

yeah there are alot of docks. The first one is in the financial district wall street area.

The second one came up on google maps but I don't see anything there via street view.
