Ensuring Wifi use.

Hello,
Just got my Nexus 4 and want to ensure that when connected to a wifi network maximum data is used (updates, all apps, etc. use the wifi network) and when I'm not connected only minimal data is used (opened applications, whatsapp, etc.).

Any help is appreciated.

Leave your wifi on wherever you have wifi and set up hot points such as if you have wifi you can use at work. Ensure your wifi is off when there is no wifi because your battery will take a hit as your device continuously searches for a signal.
 
Is there an app to automatically adjust the settings when in or out of wifi range?

In the widgets section, there's a 'Power Control' widget that has a button to quickly turn the Wifi on and off from your home screen (as well as others), if that's what you mean. c:
 
Many apps have a "sync only via Wifi" option you can select.

There is also a "restrict backround data" in the data usage settings. this will keep apps from using 3G data unless they are in he foreground. Just a warning with that though some apps don't like that and may misbehave if you tick that box.
 
also in play store settings there is an option to only updates via wifi and set auto update to ON
