ERR_CONNECTION_REFUSED, WIFI login, Galaxy S5 6.0.1

Hello Everyone,
Verizon Galaxy S5 user, running Android 6.0.1. Recent Issue. No new installations

When I attempt to connect to wifi, the phone brings up Chrome to reach the log-in screen for Wifi. It results in "This site can't be reached" with the ERR_CONNECTION_REFUSED, error message.

This happens both at work, and on public spots. I am uncertain if I'm able to connect wifi in places where log-in is not required. I will look tonight when I get home.

I have:
1.) Restarted the phone
2.) Did a hard restart [removed battery for 2 minutes]
3.) Deleted cache partition
4.) Deleted my history and cookies for the phone and google profile

Nothing has helped. Mobile data works fine and I can browse websites (google, facebook), so it is not a chrome issue. Continuing to use data, particularly at work where I have wifi, is not a sustainable solution.

Could you offer any help?
 
why are you connecting through chrome? why not through the WiFi icon in the quick access toolbar or through WiFi in settings? are you even sure WiFi is turned on?

Does anyone have any suggestions?
When I click wifi it says, "SSID" disconnected. Network is disconnected. Sign in again.
It then shows me the active Wi-Fi Networks.
I click on "SSID" sign in required (yes that isn't the name but the name doesn't matter)
It opens the phone's browser to https://www.google.com before attempting to redirect to the sign in page. It doesn't get that far and it says "This site can't be reached"
Do you have any ideas how to get the phone to redirect, or is my wifi adapter toast?

When I click on a named network under the WIFI tab the first thing it asks (assuming it is a secure network is for a password. I have logged into a network that requires a secondary "sign on" meaning clicking an agreement to behave. One trick that I was shown is that sometimes google acts funny about re-directs. Try a different website when you get that result. I would suggest ford.com, easy to type and then before you get to that sitwe you should get the direct site. Also make sure you close all the open tabs in your browser by clicking on the number in the upper right of the web browser. If it is higher than 1 you have multiple open windows that could be messing you up.

If none of that works I would suggest a trip to either a real (not franchise) Verizon store or a best buy that has the Samsung expert onsite

SOLVED: I fixed the issue after reading another post.

I had to go into Settings>Applications>Chrome and delete all of the data (which deletes the cache as well). After doing this, and a restart, the log-in page popped right up. The theory is that the log-in page is stored in the cache, and if it gets corrupted the redirect doesn't occur.
 
Oh my gosh, I have tried EVERYTHING to connect to my work's wifi, including deleting all of the settings- so now I have to reconnect to every device, my home wifi, everything... But this actually worked so I wish I would have found it sooner! I tried going to another website, and woolah, I could FINALLY sign into my work network. Thank you so much!
