While downloading an app, The download restarts a few times when it reaches 100%, then shows an error message saying "Error code: -3". Is there any way to fix this?

Welcome to Android Central! Which phone? Does this happen on both wi-fi and mobile data?
Try going to the App Manager, select Google Play Store, and Clear Cache/Clear Data, then Force Stop. Do the same for Download Manager. Now try again.
If that doesn't work, try going to Settings>Accounts-Google, select your Google account, and remove it completely from the phone. Then add it back again, and see if that helps.

It's a Samsung SGH-I997 with Android 4.4.4, and I only have wi-fi.

It'd be very helpful to try that (like at your nearest Starbucks or other coffeeshop).
In the meantime, try rebooting your router, by unplugging its power for 10 seconds, then plugging back in. See this guide for other tips: http://forums.androidcentral.com/am...roubleshooting-wi-fi-connection-problems.html
