Excessive data usage on Photos

I never use Wi-Fi and my usage hovers between 4 and 6GB a month, past few months this changed to 10GB per month.

This month:

It all seemed to start when I was moving files from an almost full Google Drive to a new one. I was doing it with a pc on Wi-Fi ... I have videos from a concert and started doing a download on my phone, I was going to upload them while logged into the 2nd account.
I realized it would be faster on the pc, so I stopped the download.

I get a text the next day I had went over my 22GB, at this point I had used 36GB and thought it was just the concert, file size is about right.

But it keeps happening, I've cleared the Photos app data, yeah everthing is set to HD on celluar, but it always has been and I'm just taking a few pics like always.
Related, battery life has not been as spiffy since this started so I know something is up.

Out of curiosity why don't you use Google Photos for cloud storage. They offer unlimited storage when you choose the smaller file size. Still provides very nice photos. I have over 20,000 photos currently in my G Photos

I do. The files I moved were installers and games from a few pc hard drives I dumped awhile back. The only thing on the Google acct on my phone is pics and videos.
 
You mentioned moving files to a new Google Drive. So is this a second Google account that you also added to the phone? Were the photos moved to the new account as well? If so, it might have been due to the phone doing a one-time sync of that large amount of data from the new account.

The 2nd acct was never put on the phone. I'm going to try a few more steps and ultimately I will probably end up FDR.
 
Clearing the cache partition slowed it down a lot, but with almost no activity I've used 3GB amd each time I leave data usage and come back it has grown 0.05 and Im not taking pics. Going to hold off on resetting because its not costing me and I will check my offline resources farther.
 
Is Google Photos preinstalled on the phone? If so, try uninstalling its updates.
 
Did that.

I did a soft reset and it is working normally now. Phone issues arr so random as to what fixes them, I just had to go down the list. Thanks for your suggestion, I've never tried that but eill in the future.
 
Well, so much for that lol.

I factory reset it at lunch after searching all of my databases here and Google to the point of nausea. So far so good.
 
Annnd then it used 7GB of data and almost killed my battery. There is nothing more I can do, it has to be a hang up on a video upload or download that I cannot see.

So the "fix" for right now is that I've got videos set for only Wi-Fi back up. Since I am never on Wi-Fi, it won't kill my battery. Since I have the videos backed up already, I'm going to delete them from the SD card when I have time tonight.

This stumped myself and everyone I've asked as to why it is doing this, but I'm sure this will resolve it.

Am I right in think that if you upload at original quality and the pics and vids are under 16mp and 1080p then they dont use any of your drive storage. I upload everything at original quality and everything I've uploaded from my S7 shows as taking up 0 google drive storage space.

My phone says original quality will reduce storage cause limited storage. There is an option on mine to buy more space but that's mainly for backups I think, like backup contacts, other Google related stuff on your phone
