Excessive data usage on Photos

Am I right in think that if you upload at original quality and the pics and vids are under 16mp and 1080p then they dont use any of your drive storage. I upload everything at original quality and everything I've uploaded from my S7 shows as taking up 0 google drive storage space.

Original Quality is supposed to use your Google Drive space, while High Quality (which is up to 16 megapixel quality) gives you unlimited storage. But you ask a good question that I'm not sure about -- if the photos are under 16 megapixel quality and you upload them as Original Quality, do they count towards your Google Drive space? For the last few years I've been uploading at original quality and my Google drive storage hasn't taken a hit. Another thing I've found is I take pics on my sony RX100 then connect the memory card to my S7 and copy the pics to my phone then upload those pics to google photos via the app they also dont use any drive space even though the are 20mp photos from my sony.
