Hello,
I feel like I've tried everything. I've searched and searched, but nothing seems to really work. How do I get my contacts ("People") on my (rooted) TB into my contacts in Outlook 2013?

Thank you in advance :)

Export the contacts into the vcf file. People>menu>export contacts. This vcf file will not import directly into outlook, only the 1st contact will import. So... Import them into Gmail using the vcf file. Use Gmail to then export them to a csv file. The csv file that contains all of the contacts can then be imported into outlook. Look here http://www.outlookforums.com/threads/85396-importing-multiple-record-vcf-vcard-file/. 4th post down.

I tried that. When I try to export using my phone, it instantly creates a vcf file of no data (zero bytes.).

Any ideas?

Don't know if it works with Outlook 2013, but try MyPhoneExplorer, [link redacted by Mod]
Works with Wi-Fi, but you need the Tbolt drivers installed on the PC.

CompanionLink will do this for free. Just set it up to sync Android to Outlook. It runs on a 14 day trial so you don't have to pay for it unless you want to re-sync the contacts later.
