I did as is stated in the title of this thread and now my phone displays this screen (http://i45.tinypic.com/27y2tmd.jpg) upon standard boot.
Booting into Download mode and attempting to flash stock 4.3 firmware using Odin 3.07/3.09 returns the error, "SECURE CHECK FAIL : PIT"

Kies
Kies accepts the input of a serial number and ID number, then proceeds to download the latest firmware for my SCH-I545. However, upon completion of downloading, Kies dims (black filter) then does nothing (I've left it alone for several minutes in case it IS actually doing something).

You'll probably get better answers if you take this question over to XDA.

One thing though, if you have a Verizon GS4 and it has been updated past the original firmware (MDK), there is no way to install custom recovery and as such, no way to install custom ROMs except for SafeStrap method (and even then, Safestrap only supports *SOME* Touchwiz ROMs, there is no way to install AOSP ROMs, like CM, on most Verizon GS4s)
