I would be all for it to help smaller carriers. Its kind of useless if carriers just sit on the surplus

As a T-Mobile customer, that's awesome news...... spectrum is key... and a company like T-Mobile doesn't have a chance in hell of growing unless they get some more. That's why TM bought some of Verizon's 700mhz table scraps recently.
