The standard factory reset option in the System Settings (under Backup & Reset) would do that.

How often do you think people do that to clear out junk and start with the clean phone?

It shouldn't be the first thing people do, but sometimes it's helpful or necessary with more stubborn issues like the one you're facing.

I don't have any rooting experience, but you shouldn't have to root the phone in this case anyway.
