Force Stop Apps Not Working

Yesterday I recieved an update on my S9+ , cleaned phone, cache etc.. updated the phone, and after the update, phone was slow, draining fast battery while doing nothing, some lagging inside settings tab and also when I tried to Force Stop some apps at application manager, the button didnt even work? No notification, nothing. Also the Safe map app still turns up out of nothing while I stopped that one.. really crazy.

Was this an official system update pushed over-the-air, or did you use some other method to update it?

When you say you cleaned phone, cache etc., do you mean you wiped the system cache partition? https://support.t-mobile.com/docs/DOC-37180
