You have to flash softkeys. There's a neat app called ZipThemer which helps you out. You essentially get the softkey zip, configure the ZipThemer app (it's straightforward, but essentially you use either (1) your rom's zip, or (2) your theme's zip) and then flash the resulting zip file (and there's even an undo file if you don't like it!

If you google Galaxy Nexus softkeys I'm sure you'll find LOADS of threads/info out there .
