This is when using Auto Mode and Smart Stabilization ON. For some reason, Samsung decided that the "Night Mode" was to be automatically turned on and off in the stabilization option, so if the camera 'thinks' there's not enough light and you have smart stabilization turned on, it will automatically use Night Mode to process the image. That's what you're seeing.
