Hello,
I have a Samsung galaxy note 3 that has been working fine for the last few years until now. The wifi will not turn on period. When I hit the switch to turn the wifi on, it moves to "on" for a few seconds, then goes back to "off." The wifi icon doesn't turn to the bright green icon it used to when it was on, it's more like a dim green light. It doesn't search for wifi connections as well. I tried everything from taking out the Sim card, going in and out of airplane mode, going into safe mode, clearing the cache and data in the application manager, and just today factory resetting the phone. Even after a factory reset it still acts the same exact way. I'm all out of options. Everything else on my phone works except for the screen mirroring (which needs wifi) and the wifi itself. Bluetooth, Hotspot, location, etc. All work. If anybody has any ideas as to how to fix this (besides getting a new phone) then I greatly appreciate it. Thanks for your time.

Try reflashing the ROM (since you just did a factory reset, there's not going to be anything installed that you'll lose). See [Samsung] How to flash Stock ROM via ODIN. If that doesn't fix it, the wifi hardware on the motherboard is gone. (That means replacing the motherboard - and a used Note 3 - see swappa.com - might be cheaper.)

OK I'll give that a shot. I appreciate you getting back to me. Thanks for the help.
