Galaxy Note 9 will not provide internet to open (unencryoted wifi)

So i got the Galaxy Note 9. Glorious phone-phablet-ironing my shirts and so on... but there is one thing I am unable to work with. When I try to connect to an open (unencrypted wifi connection) I connect, I get an ip but i get a message Internet is not available. Also I have tried this with multiple open access points that do provide internet but none of them work. I also added the networks under a trusted network but it will still not allow me to use internet. If anyone has ANY idea on this I would appreciate their input. Thanks in advance!
 
Welcome to Android Central! Are these networks that require you to enter some information on a welcome page (like Starbucks, for example)? If so, and if you're not seeing any window pop up with that welcome page, then go to Settings>Apps, tap Menu>Show System, select CaptivePortalLogin, and make sure it's not Disabled.
 
Or just try going to any page (aol.com is fast and easy to type) and see if a login page comes up. (Or it may be a page with a box to check if you accept the conditions.)

This may not work because AOL is a secured website (https). This method is more reliable when going to un-secured sites like www.weather.com (http). Something about the site encryption trips up the captive portal, likely because it thinks a secured site has been hijacked and it's trying to protect you.
 
Is it possible that you have some anti-virus app running that is locking down anything except a secure Wifi connection?

Have you tried booting in safe mode and attempting to connect to an open Wifi network?
 
Wow! Thanks you all for the incredible amount of responses!(Yes I had to make an account to respond so this is the person who asked). So lets get started. I do get the captive portal page of the sepcific site and I click on accepting terms on conditions but I still dont get internet. For the anti virus part I do have the Secure Knox that comes bundled with Galaxy Note 9. And I did try try the safe mode but nothing changed. I did confirm I get a gateway from dhcp which is important. The next step will be trying to ping google when i get another open network unless someone else has another idea.
 
Welcome to the forums and thanks for making an account so we can hopefully figure this out (we are just a bunch of unpaid volunteer geeks, after all. ;) ).

Have you tried other browsers, or services like an instant messenger to see if they work despite that error message?
 
I tried Google Hangouts and Messenger. Thats why I focused on whether the gateway was properly configured. I need to check whether the Secure Wifi (free 256 MB per day) thing is bocking it on purpose so i have to use it. My paranoid mind is enjoying this too much!
 
I'm sure you can activate it and only use the free bit to check if it makes any difference and then decide to disable it
