Because you are not running the stock Samsung OH4 firmware but instead, a custom, de-bloated, ROM and that is the reason that you do not have Smart Manager. Simple really!

Wrong. I do have the Smart Manager. Just not a widget for it ...
(The S6 does have it. That's where we maybe get the idea we are missing out )

I cannot be expected to be au fait with every single custom ROM and there is NO widget for Smart Manager in the STOCK Samsung firmware which is what this thread is about. You might be better posting your question in the Samsung Galaxy S5 Rooting, ROMs & Hacks of the forum.

EDIT: The newest release from Samsung on the worldwide model G900F, is now Oi3 (same changelist # as OH4) Released for the unbranded U.K. model with CSC code OXA and Product code BTU. This is its 8th update in as many months!
