Galaxy S5 - Running out of Storage

I have a 16gb Galaxy s5, the device memory bar at the top of the storage area, shows I have about 1/3 storage available. However, my available space is 349 mb... Misc files: 5.60 gb, cached: 604 kb, downloads: 1.32 mb, audio: 120 kb, pictures/videos: 13.62 mb, Applications: 4.06 gb. I have a 32 gb sd card in, and have put many applications and contacts on the sd card. I have the popup: Storage space running out. Some system functions may not work.
Help.
No factory reset.

Go to application manager, all, look for download manager. Clear its cache. That might work
