Welcome to the AC Forums, assuming you have a data as part of your carrier monthly charges, you can use the stock browser, the Chrome browser or a third party browser like Firefox or Dolphin. If you don't want to use mobile data, assuming you are near a wireless network, you can select the WiFi icon in your screen shot.

I believe they removed it from the notification settings options. You have to go in to settings now and turn it on and off.

I found that you now have to go into settings --> data usage, and there is an on/off switch there. So it would appear that Verizon just wants to make it less convenient for you to turn mobile data off.
