Galaxy S9+ will not share Phone & Text service with Tab A7!

[Android Central Question]

Got a Samsung Tab A7 and was excited to read it could share my Galaxy S9+ unlimited AT&T Phone and Text service! But when I try to set up the service it gives me a QR Code. It tells me to scan this QR with my S9+ Camera. But, then the S9+ tells me that it has no app to read/use this code! I am told by Samsung that AT&T is blocking this feature! Any way to fix this?
