Galaxy Tab A6 SM-T280 stuck on turning on WiFi at boot

I'm trying to fix a Tab for a customer and I flashed the device because of this issue but it's still there and I can't get past it. The Tab just sits at "Turning on..." then the WiFi on/off button turns off by itself.
Could this be a hardware issue?

That would be my guess. You've already tried Safe Mode as well?

Try factory reset in recovery
