Geotag photos when using camera's Quick Launch feature

Is there a way to enable Geotagging of photos when I use the Quick Launch feature (double-press of home button) ?

Geotagging works fine when the phone is unlocked and then I take a photo. Alas, I discovered there is no geotagging when I start the camera via Quick Launch.

I suspected something like this may have been happening to me too, but I did a test and found the Quick Launch isn't the root cause issue. In my case, I use the same Galaxy S7 phone, latest Android OS, same camera app, at the same event in the same location (outdoors where GPS signal is plentiful) = some photos have GPS location and some do not ... seems random when it works and when it does not. Must be an Android software bug. HAS ANYONE ROOT-CAUSED THE ISSUE?
