Gifs being sent in samsung msgs, with oreo

Since updating to Oreo on galaxy S8 when receiving gifs from another s8 with Oreo on same network I get a msg saying, All apps associated with this action have been turned off, blocked or not installed. Anyone know what this means? Thanks in advance. Just trying to get to the bottom of it. This only happens between these 2 phones.
