This is what another forum post had to say when they ran into this issue, maybe it'll help:
This is what I did when I faced this issue: Close gmail. In your phone APP SETTINGS go to gmail. Then go to data usage and check the option that says something along the lines of "allow app unrestricted use of data even when data saver is switched on". Reopen gmail. In the sent mail screen it should say that you have unsent mail in your outbox. go to your outbox and refresh (pull the screen down). it should change to uploading. I hope that helps you too!
Also, GMail is known for sending things to a queue if your phone is low on storage. If this is the case, try clearing some files out and retry.

This fixed the issue.

How large are the attachments? If they are large it might take a while to send.

7.2 MB.

Not to be fussy, but it still is taking 5 minutes for the message to exit my Outbox. Any way to speed it up?

.5 mbps - Upload

30 mbps Download

Could phone setting be causing this?
Is this with mobile data or WiFi? Either way that's really slow. Here's mine with a VPN.

I agree with Laura Knotek, 0.5 Mbps upload speed is shockingly slow. Have you checked the speeds in different locations? Is it always that slow?

It may be worth speaking with Spectrum customer service about that slow upload speed.
