Go Launcher Wallpaper stopped scrolling?!

I have a unrooted Galaxy Note 2.

I was got tired of my old background so I downloaded some HD wallpaper apps. When using the wallpapers from the app my background was still scrolling, but when I looked online and long-pressed on a picture and selected use as wallpaper for home-screen I had to crop a piece of the picture because it wouldn't fit (wtf?)... all of a sudden my background stopped scrolling. Even if I use the HD Wallpaper app backgrounds it is still not scrolling. I re-installed Go Launcher and it still is not scrolling even if the scrolling wallpaper option is enabled in Go Launcher.

what just happened? How can I fix this?

I had this problem today and I was frustrated. So it took a while, but I figured out why it wouldn't work.
I had an app called HD Backgrounds (or something like that) - and in the app, you can configure if the wallpaper is set to scrollable or not. (there's 3 options I think).
Once I went in there and it was set to locked; Wow.. as soon as I changed it, viola it worked. Deleted the app after that. haha.
Good luck man. I knew it was something blocking the scrolling.
