Google never restores Wifi info, app data, settings, etc after reset/upgrades.

I'm on my third Android phone, a LG G4, on which I performed a factory reset last night. First of all, I am positive "Auto-sync data" was selected and I even synced every Google sync option right before the reset. The problem is this: On every android phone I've had, whenever I upgrade phones or perform a factory reset, only *some* of my synced google data returns, such as contacts, downloaded apps, and calendar data. However, I've never had my saved wifi info restored, nor any app settings or general phone settings. I've read forums from others with the same problem, and people generally seem to think it's an account problem with Google. But I've yet to find a definitive diagnosis or solution. I hate spending an hour or two tweaking settings in every single app, re-entering all the wifi info, and customizing the phone's settings from basically scratch. Anyone have any advice?
 
The only stuff that sync has historically been WiFi connections, apps and any other data saved in your Google account (contacts, mail, calendar). App data/settings have NEVER been backed up by Google, though Marshmallow has brought that capability now through the Drive app as long as the app developer enables it (I have a dozen on my Nexus 6P that have so far).

When I set up my 6P, I recall my WiFi connections being brought over after I signed in with my account.
 
Weird, because "app data" is definitely one of the sync options I have selected.
 
For what it's worth, I've never seen Android restore Wi-Fi, passwords, or any other settings despite having those sync options checked. Just getting all my contacts to sync after a reset or phone transfer is sometimes questionable. :(

That's annoying, but thanks for your input. A Google search finds countless how-to's on setting up a new phone or performing a factory reset, and most mention using google sync settings to restore these things. For example, this article right from google https://support.google.com/android-one/answer/2819582?hl=en which clearly states "Wi-Fi networks & passwords" "Third-party app settings & data (varies by app)" "Home screen wallpapers" among others. None of those ever restore for me! So it must just be an incredibly finicky service.
