Google photo cannot save changes

I have my photos saved to SDcard. The only stock gallery apps with phone is "photos" (which is google photo) and "prime photos" (which is amazo n and requies $59.99/year).
So I use "photos". Tried to rotate a photo, click SAVE, got message "unable to save changes".
Read similar threads on LG G4, enable storage permissions to both "photos" and "google+" to no avail.
Any pointer?
