Google play store using an alarming amount of data despite settings

Something has happened in the last two months (this month and last) with the Google play store. It is consuming at least 10 times the amount of data compared to the previous 8 months. I double checked its settings and it is set to only perform updates over WiFi. Also I never use it to install apps unless on WiFi and almost never browse through it unless on WiFi as well. This is a real problem since it is now consuming a third of my 1GB of data. Which is more than each of my three most frequent data using activities use by themselves (200MB, 150MB, and 100MB respectively). Each of these activities consist of a total of 20 hours if not more throughout the month. What I'd like to know and put a stop to, is why is something I don't use when not on WiFi now consume nearly as much data as my top 3 activities do?
 
Is it mostly foreground or background data? If it's background, you could try turning on the Restrict Background Data switch for Google Play Store.
 
Ah yes sorry I should have included that bit of info this is foreground data. I wish it were background because then I could simply select the option to restrict background data in hopes that it obeys the setting.
