this worked! thank you. what's weird is that the ONLY hotspot that was highlighted was my own home wi-fi network. why the hell... i don't understand this.

I have been strugling with this annoying problem for over a month now.
I thought it was one of my hundreds of photos or videos on the phone, that Google was unable to backup.
I have been looking into the problem on and off, but did never succeed.
Then I found your posting, You really made my day
I never thought of that and didn't know that the phone marks some hotspots as mobile.
My phone is a HTC One M7 btw.

I'm not sure what happened recently but the Auto Backup in the Google+ Photos app has not been working for me. It just says "backing up... 9 left" and never backs up the photos. It's been working fine up until a few days ago. I have plenty of space on my google account.
I cleared out the apps data cache, didn't seem to help. Anyone else having issues recently? Any other suggestions to resolve this would be greatly appreciated.
Wow, I'm on an M7 myself and I've been scratching my head for a while there and that 'mobile hotspot' marks in the wrong places is definitely the cause! Thanks so much for rickms80 who solved this mystery!
For those of you who are still stuck with autoupload only working when 'wifi and cellular data' being checked, try this:
1. remove incorrect 'mobile hotspot' checks on your regular wifi connections
2. switch autobackup to 'wifi only'
3. turn off autobackup
4. turn wifi off
5. turn wifi back on
6. turn autobackup back on
Now everything should work!
YOU ARE THE MOST AWESOME PERSON IN THE UNIVERSE. I have been fighting intermittent problems in apps all over the place for months. Starting with TomTom navigation, going through all of my google apps, and ending in Google Photos, I have been having the strangest problems with network, login and validation and they have ALL BEEN SOLVED BY THIS. I never even knew that that this setting existed. Everybody was stumped.
