Google Talk / Video over cellular data

Hi folks,
I've recently completed the OTA update to Gingerbread and am really liking it so far. I am tried to use "Talk" for video chat and it actually works pretty well, but only over wifi. Has anyone been able to get this to function over cellular data rather than wifi? According to some googling the app is capable, so I suspect it is ATT not allowing it.
Anyone have any ideas?

I haven't rooted yet, but might soon.
Is this an issue because of AT&T?
Any work arounds that don't require root?

I would assume that it is blocked by them due to the bandwidth is uses. No ways with out root b/c you need to edit wifi check so it will work over 3G.
