Google Title blinks in loop

Nexus 9. Update failed some time ago and it hasn't worked since. Loads the word Google which then disappears. This continues in indefinite loop.

Already know how to enter Recovery Mode. Just need refresher on what to do next.

Have you already tried wiping the cache partition in the Recovery Menu, or doing a hard reset there?

Oh, forgot to mention; don't want to do device reset unless it's there only way. Not backed up.

What do I lose by clearing the cache partition?

Caches always contain temporary data -- nothing crucial. But I'm betting that it won't help. You may ultimately have to try a factory reset, or possibly even reinstalling the firmware, if possible: How to manually update your Nexus or Pixel | Android Central

One idea: same thing happened on a previous update. Is it possible the file is still right there to flash?
