Hangouts calls won't ring-go straight to vm. What do I do?

Hangouts calls won't ring-go straight to vm.

Several weeks ago I did the clean reset. Didn't reinstall the gv app thinking that hangouts would be fine. But, when people call using the vm number, it goes straight to vm. Any suggestions? I'd like it to ring just like my regular cell no. does.
